For how much are you planning to get that rx 570. I would get a 1060 3gb from a trusted seller on ebay, and get a decent psu. But that is just my opinion. In my case thats what happened so personally I would avoid using a 400W PSU with a 580,maybe a 570 if its a decent unit unlike what I had previously. I’m having 450W PSU and thinking about upgrading my GPU from APU to RX 570 8Gb and I’m confused because it’s say recommended PSU is 450W and somewhere else 500W...really need help thanks.

You won't draw anywhere near 400W with that system. If you have a quality 400W PSU, you'll be fine. I currently run an i5-9400F + RTX 2060 off a 450W PSU. I could pull out the wattmeter later if you'd like to get some at-the-wall measurements, but I doubt I'm using half the PSU's capacity under gaming loads.
